The Fifth Moscow Biennale of Modern Art opens in September 2013. Has the festival succeeded in becoming a Moscow event over the past 10 years? What is the right model for interaction between the festival and the city? Does the biennale have an “urban agenda”? Why have a biennale in Moscow anyway?

To help answer these questions we will be looking at the experience of major arts festivals in Liverpool, Gwangju, Istanbul, Ekaterinburg, St. Petersburg, and Krasnoyarsk.
